What Are Commercial EPCs?

At first glance a Commercial Energy Performance Certificate looks very similar to a domestic EPC, but underneath they are quite different creatures. Whereas the domestic EPC methodology (RDSAP) makes assumptions based on the Building Regulations deemed to have been applicable at the time of build, the commercial EPC methodology (SBEM) requires the commercial assessor to do a detailed analysis of the building ‘envelope’ – all its many walls, doors, windows, ceilings roofs, floors etc. as well as its heating, lighting, ventilation and air-conditioning systems (HVAC).

NHER has recently published research in regard to the compliance of the commercial EPC legislation. The results and published report is quite shocking.

“In a mystery shopping exercise to check on compliance with European and UK law relating to the energy efficiency of buildings in the commercial property sector, NHER discovered that more than 80% of agents it spoke to were unable to provide the mandatory Energy Performance Certificate (EPC) for the offices or shops they were marketing for sale or rent. These certificates are a critical part of the Government’s efforts to reduce carbon emissions and energy bills for businesses.

It can sometimes be quite hard to quote accurately for a commercial energy assessment. You want to be competitive. You don’t want to undersell yourself and devalue your service. But, of course, you’d like the work.

You receive an enquiry. You ask the usual questions; the address of the property, the type of building that it is – retail, industrial, office etc. Then comes the ‘big’ one. How big is it? What’s the total floor area? The answer comes. Erm, well, it’s got two floors, it’s a sort of house turned into a commercial building. Or you get it’s about 100sq metres, only to arrive on site and it’s three times that and you’ve quoted a fixed price. Some you win, some you lose eh? The client won’t pay you to come out and do a pre-survey just so that you can quote accurately.

The CLG (Communities and Local Governments) has produced some guidance and proposed changes on the use of data collectors for issuing Energy Performance Certificates. The changes are very much inline with the concerns we hold and detailed in ‘Is your EPC carried out by a data collector?

The following has been circulated to the Accreditation Schemes for their and their members input though it seems unlikely that it will change to a large degree.

Energy Performance Certificates are mainly undertaken by fully licensed, accredited and insured energy assessors. However, the concerning rise of data collectors within the industry is becoming more aparent and could potentially threaten the quality and reliability of the issued Energy Performance Certificate (EPC) and the livelihood of those who are actually ‘qualified’ to issue the certification.
